Airtightness in Buildings Energy Compliance

CPS was formed in 2006 to help the construction industry meet  the Part L regulations. This called for all buildings over 1000m2 GIFA to be tested.

At the time one of the few suppliers of airtight testing equipment was Retrotec but James Mitchell (CPS Ltd’s MD) built his own equipment..

In the period 2003 to 2006 air permeability testing was a relatively small industry with a limited number of buildings undergoing tests. In 2006 there was a building regulation revision that changed the industry. The rules changed so that non residential buildings under over 500m2 GIFA need air tightness testing. Those buildings under 500m2 GIFA can avoid the need for a test if they pass their SBEM calculation with 15m3/h/m2 as an air leakage rate.

In 2006 testing was also introduced for residential dwellings.

Air test compliance was required for almost all buildings whose building regulation approval was after April 2006.


Since the 2006 regulation revision the amount of air tests taking place in the UK increased dramatically.

Construction Performance Solutions carries out air testing in Suffolk, Essex, Norfolk and Cambridgeshire, including residential properties in the Ipswich, Norwich, Chelmsford and Cambridge areas. In total, we have carried out more than 21,000 Air Test projects, including commercial work in East Anglia, London, East Sussex and Kent. We have air tested schools, hospitals, offices, steel frame sheds, air craft hangars, colleges and universities, houses and flats. We have undergone UKAS Accreditation and have also been audited and approved for membership of ATTMA (Air Tightness & Measurement Association) with all our air test engineers are registered on their Competent Person Scheme.

There has been a revision to the Air Test parts of Part L1A & L2A during 2010 which came into force in October 2010 and another amendment to L1A in 2016.

The result was that more residential units will need a test due to rules governing the description of a dwelling type, amongst other amendments, but for non residential properties the rules are largely unchanged.
